PESEL UKR in Poland: what is it and for whom?
What is PESEL? It is a universal identification number in Poland, which is used for registration in state systems. With the beginning of the full-scale Russian invasion, the Polish government introduced a special PESEL UKR status for citizens of Ukraine. It also applies to family members. The date of arrival in Poland must be after February 24, 2022. This status gives the right to temporary protection and access to many social and economic services.
Obtaining identification is a voluntary but highly recommended step. It opens the door to official employment, medical care, education for children, as well as receiving social benefits.
How to get PESEL UKR: basic steps
Most citizens who have learned about PESEL UKR do not know how to obtain it. To successfully obtain it, you need to go through several steps:
- Apply to the population registration office (urząd gminy / urząd dzielnik) at the place of residence within 7 days from the moment of crossing the border.
- Submit an application for a number.
- Provide a passport or other identity document.
- Have a 35×45 mm photo – in some communes the photo is taken on the spot, but it is better to have it with you.
- Indicate the reason for obtaining temporary protection (for example, a stamp at the border).
- For children – additionally a birth certificate and passport of one of the parents.
The result is an extract from the register, where the assigned number is indicated.
PESEL UKR for foreigners in Poland
This identification number format is available exclusively to Ukrainian citizens residing in Poland on the basis of temporary protection. It is not provided to citizens of other countries or those with other types of legal residence.

Can be issued:
- Persons who arrived in Poland after 02/24/2022 – this is the key date that determines the right to temporary protection.
- Citizens of Ukraine who do not have another residence status – for example, a residence card or visa.
- Those who are registered in the temporary protection system – through the platform or directly with the administration.
- Children of Ukrainian citizens who also have the right to protection – registration is possible at the same time as their parents.
What benefits does PESEL UKR provide?
It is important to understand the nuances – PESEL UKR gives Ukrainians benefits and obligations. It is worth noting that this is not just a formality, but a real tool for integration. The identification number simplifies interaction with state authorities and access to services necessary for a full life in the country.

According to the latest data, there have been changes in the provision of social benefits. The 800+ benefit is now provided only to those who actually live and officially work in Poland. The one-time benefit of PLN 300 in many communes has been abolished or replaced by other forms of support. Checks on double receipt of benefits in EU countries have also been tightened.
How long does PESEL UKR last
For PESEL UKR, the validity period is determined by law. Its conditions may change depending on the decisions of the Polish government:
- Initially, this status was granted until March 4, 2023, but it was later extended.
- In accordance with the latest changes in legislation, temporary protection for citizens of Ukraine has been extended until March 4, 2026. This means that you have the right to stay legally in Poland and enjoy all the privileges until this date.
- To keep your PESEL UKR, you can leave Poland for no more than 30 days. If you stay outside the country for longer, your number may be canceled, and a repeat procedure will be required to restore it.

Typical errors: when can PESEL UKR be refused?
A refusal to issue a PESEL UKR is quite likely if the applicant does not meet the established criteria. It is also possible when errors are made during the registration process. The most common reason is the inconsistency of the grounds for obtaining temporary protection. If a person arrived in Poland before February 24, 2022, or cannot confirm the fact of crossing the border after this date, he may be refused a number.
Another common reason is the submission of an incomplete or incorrectly filled out package of documents. If the application contains errors, mandatory fields are missing, or a photo is not attached (in those communes where it is required), the district office employees may return the documents without consideration. It is also important to indicate the current address of residence – even if it is not confirmed by the rental agreement.
A refusal is also possible if the person already has another legal residence status – for example, a residence card, humanitarian visa or residence permit in another EU country. In such cases, the Polish administration may consider that there is no need for temporary protection.

The process is the same as for adults. With this number, the child can be enrolled in school, receive medical care, and receive social benefits. The number remains with the child for the entire period of their stay in the country.
